Q. - Who are the major stakeholders in MNREGA?

Ans. - The following are the major stakeholders in MGNREGA: Wage seekers, Gram Sabhas (GS), three-tier Panchayati Raj Institutions (PRIs), Program Officers at the block level, District Program Coordinators (DPCs), State Governments, Ministry of Rural Development (MoRD) , civil society, other stakeholders [viz. Line Department, Convergence Department, Self Help Group (SHG), etc.

Q.- Will the salary be paid on monthly, weekly or daily basis?

Ans. - The disbursement of daily wages shall be made on weekly basis or in any case after a fortnight from the date on which such work was done.

Q. - What is the wage rate for women employed to provide child care services?

Ans. Women so employed should be paid remuneration equal to the prevailing wage rate.

Q. - What information will be given in the salary slip?

Ans. Individual wage slips or wage slips should contain details of wage payments such as job ID, wage rate, number of days worked, amount earned by the worker during the week, number of man days completed per hr, and related families Number of man days of employment due etc. The format of wage slip can be found in Annexure-15 of the scheme guidelines.

Q. - How are wages paid to wage seekers?

Ans. Payment of wages, unless exempted by the Central Government, shall be made through the personal savings accounts of the workers in the respective banks or post offices.

Q. - Is there any authentic document required to open wage seeker account?

Ans. - MGNREGA job card, duly signed by the concerned official, is an officially valid document for opening a bank account subject to Know Your Customer (KYC) norms.

Q. - Is there any compensation for delay in payment of wages?

Ans. MGNREGA has laid down a detailed procedure for setting up a delay compensation system. As per the system, MGNREGA workers are entitled to delay compensation at the rate of 0.05 per cent of unpaid wages per day for the period of delay beyond the sixteenth day of closure of MR.

Ans. - Under social security there are two types of insurance provided specifically for MGNREGS workers: (i) Janashree Bima Yojana (JBY): JBY provides life coverage and disability benefits to rural people. (ii) Rashtriya Swasthya Bima Yojana (RSBY): RSBY has been extended to all Mahatma Gandhi NREGA workers/beneficiaries who have worked for more than 15 days in the previous financial year.

Ans. Executive officers at the block level such as Tehsildar/Block Development Officer are often designated as POs. For blocks where there is a large concentration of SC/ST/landless laborers and where there is likely to be a high demand for MGNREGA works, there should be committed/dedicated POs for MGNREGA. PO should not be assigned responsibilities which are not directly related to MGNREGA.
