National e-Governance Plan (NeGP)
The National e-Governance Plan (NeGP) envisages a mechanism for accessing service delivery to citizens. Even before the creation of NeGP, Tamil Nadu has implemented several e-governance projects, especially in land records, registration, transport department etc. Tamil Nadu has in fact progressively aligned its entire e-governance plan with NeGP. Prepared by the Government of India in May 2006.

TNEGA launched e-District in rural and urban areas, Common Service Center (CSC) / e-Service Centre, Information and Communication Technology (ICT) and equipment (CB), Tamil Nadu Geographical Information System (TNGIS), capacity building in the State Is. The vision of the Government of Tamil Nadu for the Common Service Center Project is that IT enabled government services should be accessible to the common man in his village through efficient, transparent, reliable and cost-effective means. This vision will be realized by the State Government by setting up the CSC project in partnership entities which will set up a network of Common Service Centers and provide a range of G2C and B2C services through a network of CSCs.
The Common Service Center (CSC) scheme was formulated under the National e-Governance Plan, which envisages CSCs to act as front end delivery channels for providing various government services. As per the guidelines of Government of India, 1 Common Service Center (CSC) is to be established for 6 Gram Panchayats. Therefore, 2770 CSCs are to be established as per the norms of Government of India. However, the Government of Tamil Nadu has proposed to start 5440 CSCs across the state in the ratio of 1 CSC for every 3 Gram Panchayats in Public Private Partnership (PPP) model as envisaged by the Government of India.
To overcome this problem, an alternative method of service delivery channel was devised.
In respect of major centers like Collectorate, Municipal Offices and Taluk Offices, Government of Tamil Nadu PSUs namely M/s ELCOT Ltd. and M/s/TACTV Ltd. started e-Seva Kendras. These were premium centers offering a wide range of services in a model environment. Major centers including the State Secretariat were inaugurated by the Hon'ble Chief Minister to ensure visibility and active cooperation of all stakeholders.
At the other end, people's organizations close to the local community were selected: Primary Agricultural Cooperative Credit Societies (PACCS) [which have elected boards and are accountable to local people], the World Bank-assisted Pudhu Vazhvu Project's Village Poverty Alleviation Committees (VPRCs) [on which the National Rural Livelihoods Mission was later modeled] were formed to start e-Seva Kendras in rural areas under their jurisdiction. E-Seva Kendras are not only a source of income for VPRC and provide service to the local public, but also a great empowerment tool for the poorest of the poor in the rural area, who are the office bearers of VPRC. The e-Service Centers of PACS and VPRCs utilized the existing computers and infrastructure available with them, with minimal additional cost.
